Steamis picking it up. You need to start the game, choose profile, options -> customize controls. Then choose Controller (XBOX 360 for windows). Also try this in steam: View -> Big picture mode -> Settings -> Controller settings -> XBOX configuration support. The controller doesn't even show up in the customize control options.
